August 6 Ada Council meeting recap

On Tuesday, August 6, the Village of Ada Council held a regular meeting, which the Icon attended remotely (Meeting agenda is HERE.) Business for the evening was largely focused on village infrastructure including water meter and fire hydrant replacement, as well as maintenance at the Village water plant. 

RESOLUTIONS

Council approved Resolution 2024-61, to adopt the alternative formula for distribution of local government and local government revenue assistance funds as proposed by the Hardin County Budget Commission. Council member Jeff Oestreich detailed how villages in Hardin County are allocated funds based on road miles, population and the valuation of properties. The total amount distributed last year was some $750K. Fiscal Officer Patty Navin noted that Ada would receive some $60K from the county and additional funds from the state. (Packet pages 13-17.)

Council approved Resolution 2024-63 authorizing  the village administrator to advertise for bids for the Village of Ada Water Meter Replacement Project. The engineers’ cost projection is $1.36M. The Village has obtained an OPWC Small Government Grant of $499,999 and is using $580,000 in ARPA funds with the remaining cost to be covered by Village water funds.The project schedule includes signing of contract on September 17, 2024 and completion by the end of November 2025.

OLD BUSINESS

Council member Sheila Coressel reported that EMS Chief Tom Miller has received the permits needed to begin construction of a new ambulance bay this month.

COMMITTEES

Personnel: Council approved a motion to award bonuses of $200 to four senior Ada Community Pool lifeguards in recognition of their having paid to be recertified every two years.

Police Department: Chief Alec Cooper reported that since the July 16 council meeting, the Ada Police Department answered 105 calls for service, made 10 incident and offense reports and made 4 vehicle accident reports. Officer Watson will begin employment on August 20 on day shift.

Village Administrator: Jamie Hall reported that nine bids were submitted for the replacement of 16 fire hydrants and that the County Commissioners’ office will be awarding the bid. The advertised project to create battery backups for Ada traffic signals did not receive any bids and will require some followup work, possibly on the subject of prohibitive bond requirements. 

Hall reviewed water plant maintenance work including descaling clarifying valves, cleaning the recarb basin and exercising non-working discharge valves.

Hall noted that on Ada Community Engagement (ACE) Day on August 24, new Ohio Northern University freshmen will be painting fire hydrants and signposts for the Village among other community service projects.
